Right now tags are global to all types of items, like leagues, competitions, programs, and products.

You should be able to categorize tags into these different types, but also global if you want a tag to be present for all types.

After the next UI upgrade (WIP), on large screens we should place the tag checkboxes in a left side drawer, similar to how Amazon have checkboxes to further filter their results in some categories.
