Currently the spares list for each league is hidden if the 'Publish Registrations' checkbox is un-checked.

We want to hide the list of registrations because users currently have no way to 'opt-out', so there is a potential privacy concern. However, each user already has the ability to 'opt-out' of displaying their spare status, so we would like to display the spare list without displaying the registration list.
