Allow the opposite of current "early bird" discount, where an extra fixed dollar amount or percentage increase applies past a certain date. Might also extend to status of payment (i.e. "Paid" vs. "Submitted"), whether received or not by a certain date.

This can be achieved with an early bird discount though right? I think it's better to reward people than penalize them, even though it's really the same thing (everyone gets the reward except the people who register very late).

Dave Rapin: Indeed, our common approach is to incentivize rather than penalize, but the scenario here is a slightly different nuance. . . it would add an extra fee past a certain date, not just to encourage early registration, but registration by a certain date. Currently, we only have "Registration Close" date, after which, one can't register for a league at all. But with a penalty fee, it keeps the reg. option open. . . but for an additional price.
